Burning calories and burning belly fat are not the same. If you are concentrating on burning calories, most of the calories you burn will be from carbohydrates that are in our system. In order to burn calories from your stored fat, your body requires the presence of oxygen which can be increased by maintaining a target heart rate during your workout. You do not want to burn all of your calories from carbohydrates and not leave enough energy to increase your metabolism which indirectly is burning belly fat. Increase your calorie intake when you are on an exercise program to replace your burned energy calories and increase your metabolism.
